.RUS TLD Charter (version 1.2 from 30.09.2017)

General Description

Dot RUS is the TLD (Top Level Domain) custom made for Russian people, but still available to everyone.
Dot RUS is targeted to those who may want a domain with the association with Russia and/or an free alternate to .ru domains including privacy protection and freedom of speech.

Registrations is available to everyone and completely gratis.

Termination / Revocation

The registrar has the right to suspend the delegation of the domain immediately without sending a request to the domain holder if domain holder violates registration rules. Domains can also be terminated via a member vote. One vote per member regardless of the amount registrations they hold. Domains may also be revoked by the .RUS administration if the OpenNIC community at large moves to revoke a registration. The registrar do not foresee a circumstance where OpenNIC as a whole will be required to vote on the revocation of a .RUS domain, but if the need arises we will comply with any such vote.

Disputes

Since commercial interests can be involved, trademarks will be honoured. As a general rule, a domain may only be disputed by the holder of a trademark registered before the domain in question was registered. Trademark holders should speak to .RUS administration if they wish to dispute a domain. The registrar can revoke or transfer registrations if ordered by a legitimate court of law, as a courtesy to that country, as applicable to OpenNIC`s dispute policy. The domain holder will be contacted and given a chance to respond. In the event the domain holder does not make an initial response within 14 days, the domain may be released or, if in the opinion of the .RUS administration the dispute is not clear-cut, the matter will be referred to a vote by the OpenNIC community. The dispute policy is intended to be a democratic balance between the needs of a commercial registrant and the rights of a current domain holder.

Additionally, the .RUS administration is permitted to provide a binding user agreement for registrations at TLD.RUS that may include policies outside the scope of this charter.

Anonymity

In recognition of the special nature of the community and demographic this organization is chartering a domain for, this organization will allow all individuals to register and vote without proof of identity or a real name. The sole criteria for to be considered a voting member of the organization will be an email address with one or more registered, non-revoked domains, belonging to a singular person. Should blatant abuse of said anonymity be discovered, the evidence of this activity may be used to propose the expulsion of the offender or offenders. The individual or individuals accused of said abuse will not be eligible voters on this proposal. Should such a proposal pass, the domains of all offending individuals will be revoked and become available for registration, and the individuals will be ineligible to vote on further proposals. The offenders may not have their eligibility to vote or register a domain reinstated. Abuse includes "csock-puppeting", Sybil attacks, and other similar methods of social subversion.

Personal information of the domain holder is not printed by default. Domain holder can change this in his profile in the domain register system http://register.rus/ if he want to. This setting applies to all domains that are registered by the holder.
